Reproducible: always

Steps to reproduce:
1. Enable Search bar from options(about:preferences#search) 
2. Attempt to resize Address bar and Search bar with mouse dragging

Actual Results:
Unable to resize them. And mouse cursor would not change to "ew-resize".
After restart browser, then it will work as expected.


Expected Results:
able to resize without restart browser.
