Double-clicking the tab bar currently opens a new tab only when the title bar is enabled (browser.tabs.drawInTitlebar set to false); if it's disabled it maximizes/restores the window (default Windows behavior when double-clicking a window's title bar) However, having the menu bar enabled should also allow double-clicking the tab bar to open a new tab since both the menu bar and title bar provide an area where you can double-click to get the normal Windows behavior of maximizing/restoring the window. The current behavior is not consistent with other Windows programs where only double-clicking the actual title bar but not e.g. a toolbar triggers the maximize/restore action.
