Windows 10 Resolution (1920x1080)
[Steps:]
1. Open Firefox with a new profile.
2. Resize the FF window. (it's enough just to have it windowed)
3. Drag and drop Firefox window to the middle of the screen with the scope to have the top/bottom option panel opened as in the attached screenshot. (keep moving up/down until you produce the result)
[Actual Result:]
The scroll becomes enabled although there is still visual space available and all the option panel items are still visible.
[Expected Result:]
The scroll should become enabled only when there is an element to scroll for.

The screenshot attached is from Windows, but the behavior is consistent along all os'es tested.
IMO, this could be just a matter of fine tuning.

The padding at the bottom of the [exit] entry isn't visible, which is why there's a scrollbar. There's no way to really avoid this issue and only show a scrollbar once more than X amount of pixels would be invisible, or something.

:Gijs, re-reading the issue now, I notice that I haven't correctly underlined the root problem, which is that the distance you see in the screenshot between the hamburger panel and the taskbar is the maximum distance possible you can produce. (updating the screenshot using chrome for comparison, so it's more obvious).
I'm going to leave this as invalid and log a new issue to reflect the actual problem.
