I would like to add additional field <ATTACHED>, in this page, that will load attached binary/text file.

Sorry if I'm missing something, but isn't the "Create a New Attachment" link
already doing what you want? It's at the bottom of the "Attachment" table, below
the Summary / Status Whiteboard and Keywords text input fields.

When I type on the <New> then I get the page for a new bug without the "Attachment" table,
When I commit the bug then I getting the attachment.
Can I get the attachment table on the 1st page???
