I (unfortunately) get a lot of spam, which I forward to Spamcop. I am unable to
forward as attachment more than 8 spams per message - if I select thirty spams
and choose "Forward as attachments" only the first 8 are attached.)

Reproducible: Always
Steps to Reproduce:
1. Select more than 8 mail messages
2. Right-click, select "Forward as attachment
3 [details] [diff] [review].

Actual Results:  Only the first 8 messages are attached.

Expected Results:  All selected messages should be attached.
