We've seen in several studies and data sources that people want more Top Sites. Let's consider having 2 rows by default. Here are some sources: ~36% of survey results from 57 Release about Top Sites want more rows - https://docs.google.com/spreadsheets/d/1hVyKOsgshBxZurYM3V7d5fy1ceFBi3dibO8XokdcRxw/edit#gid=1826461623 ~54% of all weekly interactions are clicks on Top Sites: https://sql.telemetry.mozilla.org/queries/48887?p_channel=release&p_granularity=week#131759 ~22% weekly click through rate on Top Sites. Or if not a whole row of 6 more sites, at least a 7th site as an indication of what should be there? Or a message that your own top sites will fill in? ;)

bryan updated after chatting with aaron. We will allow for interaction on a placeholder by showing the edit icon in a circle similar to showing the meatball menu on hover for a normal site (where currently there's no hover behavior for placeholders). We'll need to fix that before turning on 2 rows by default.

I have verified that two rows of Top Sites are displayed by default for new profiles and for profiles updating from one default Top Site on the latest Nightly 59.0a1 (Build ID 20180110100224) on Arch Linux x64, Ubuntu 16.04 x86, Mac 10.12.6 and Windows 10 x64.
