1425727 - Unchecking "Accept cookies from websites" should switch to "Keep until: I close Firefox"

1. Choose "When Firefox starts: Show your windows and tabs from last time".
2. Choose "Firefox will: Use custom settings for history".
3. Uncheck "Accept cookies from websites". This switches "Accept third-party cookies: Never" but leaves "Keep until: they expire".
4. Click the Exceptions button. Add an Allow for Session exception for https://bing.com
5. In a new tab, go to https://www.bing.com let the site load fully, then close the tab.
6. Exit Firefox.
7. After starting Firefox again, click the Show Cookies button.

Actual results:
Cookies from bing.com are present. The details for them say "Expires: at end of session".

Expected results:
No cookies.

Why was this duped to bug 530594? That's an ancient bug that seems to serve as a catch-all for all sorts of cookie expiration issues. I'm certainly not proposing anything resembling that bug's summary, which suggests keeping session cookies for a week.

This is about a simple request for consistency: toggling "Accept cookies" also toggles the third-party cookie setting, therefore the same should happen with the Keep Until setting.

You enabled the session restore (in step 1) and observed the session survived across the browser restart. It looks exactly bug 530594 for me. Why not?

Your AR/ER didn't say anything about the setting behavior.

Notes:
With "When Firefox starts: Show your windows and tabs from last time", this causes session cookies to persist. See bug 530594.
