User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:57.0) Gecko/20100101 Firefox/57.0 Build ID: 20171207194519 Steps to reproduce: 1. (On Windows) Press Ctrl+J OR click [↓], Show All Downloads 2. Try to open the latest download with Enter, use the arrow keys to choose older downloads or press Delete to delete the selected download Actual results: Nothing happens Expected results: When pressing enter, the selected download should be opened, arrow keys should select other downloads and delete should remove the download from the list. As a workaround you can press Tab 3 times or Shift+Tab once to focus the download list.
+1 that this is a UX bug. Not only is the focus "nowhere" as far as I can see, but it's actively deceiving as the top download item is highlighted blue, which in our current convention communicates focus - and it makes good sense to actually give the download list focus.

Additional information: when you get focus of the downloads and try to use the End button to go to the last download, the highlight moves to the last *visible* download instead. (I assume it's because of lazy loading.) Pressing End again goes only one download further in history like the arrow Down key would. When you reach the last download and try to use Home and End again, they work as you would expect.
