142608 - "Create filter from message" doesn't properly cancel

On 2002050604:

Clicking cancel on the dialog that this option creates does not totally cancel
the operation.  The filters dialog still appears.

1. From either a message preview, or full message window, select "Message |
Create filter..."
2. Click cancel.
3. Filters window still appears.

If you cancel a dialog, the app should always revert to its previous state, and
not perform any more actions.

The filter list dialog is a parent dialog, just temporarily hidden in the launch
via prefill/create filter case.  If you OK the prefilled filter case we take you
to the filter list dialog for OK/confirmation.  I don't know that implementation
for cancel was intended any differently.  cc varada
