When you hold down the mouse button for a while, a pop up menu comes with
features such as "back" and "forward", but in mail, it happens when I hold down
the mouse on the scrollbar, which is a little annoying because it means I can't
hold it down anticipating that I'll have to scroll.

Reproducible: Always
Steps to Reproduce:
1.go into mail
2.click on a message that is long enough to have a scrollbar
3.hold mouse down on scrollbar

Actual Results:  a popup menu came up

Expected Results:  a pop-up window shouldn't have come up.

Indeed the pop-up menu shouldn't have. This is, however, another dupe of bug 74688.
