Steps to reproduce:
create adaptive design (see attached source)
Actual results:
media query did not work if there are toolbars are ON or dev.tool is ON on right side monitor (chrome do same wrong thing)
Expected results:
media queries should work despite on which toolbars are present in window
and despite on the devtools is ON

on the left monitor adaptive works fine

As you can see on this screenshot there is no space after "Buy VPN" button if there is menu and/or bookmarks toolbar.
If we turn off menu and/or bookmark toolbar then "Buy VPN" button is rendered with space after it as expected

seems this is related. On the right monitor element is displayed OK.
On the left monitor element is displayed out of monitor. Appeared horizontal scroll bars are proof for that

You can go to about:config and toggle that pref, but I just checked and it makes no difference.
It's still not clear what do you think the bug is. The toolbar menus and such change the page viewport size, but with the same page viewport size, the page behaves the same way as in other engines. There are combinations of width / height where the button appears off-screen where I think it's not intended to, but that's not a browser bug.
