Also happens on macos. Additional details: * only scrolling with the scroll-wheel; everything else works * only happens when scrolled to certain areas, and when hovering over certain elements (e.g. you can always scroll if your mouse is over one of the two inline images with a social media hoverbox) Seems like hit-testing is getting broken on some elements.

This works with gfx.webrender.hit-test turned on, so once that is on by default this issue will go away.
