donate.mozilla.org: Stripe says successful, Mozilla says failed. Who's right? Who's wrong?

Steps to reproduce:
1. View https://donate.mozilla.org/ in Chrome (latest stable) on macOS.
2. Set currency to GBP.
3. Make a donation using a Visa Debit card number with a UK address.
Actual results:
The payment appears to have succeeded (Stripe shows a green checkmark after the processing animation).
Then a few seconds later, the Stripe modal fades away, and the donate page where I started is on-screen again. At this point, I would expect a Thank You page to appear or be redirected to.
Instead, a small piece of text appears below the donate button:
> The transaction could not be completed. Please email donate@mozilla.org for assistance with your donation. [card_error]

Expected results:
At this point, I am unsure whether the payment succeeded or failed, given the two parties acting on this page appear to disagree with each other.
The browser console shows the following error, which might be relevant:
> /api/stripe-checkout
> Failed to load resource: the server responded with a status of 400 ()
