Steps to reproduce:
1. Visit an arbitrary site, eg. mozilla.org. Verify that you can interact with it: toggle radio buttons, press links, etc.
2. Press Alt (and release it, obviously)
Actual results:
I can't interact with pages: I can still scroll them, but I can't click links, the cursor doesn't change, hover effects don't work, I can't enter text, and so on.
If I reload (Ctrl+R) the page and reopen (Ctrl+W, Ctrl+T, Ctrl+L "mozilla.org") it some times, it works.
Expected results:
The page should have kept working.
The attached file shows an example of the above bug. After pressing Alt (when the menu bar appears), I try clicking various elements of the page, but they don't work.
