1428007 - Autophone - replace failed pixel-0{3,7} with spares

pixel-07 on autophone-1 and pixel-03 on autophone-2 have failed and need to be replaced.

On irc, bc said:

<bc|pto> autophone 1 and 2 both have spares attached
<bc|pto> all we need to do is remove the old devices which failed from autophone 1, 2's devices ini files and update the test manifests changing the device names.


Clearly pixel-09 is a spare; I am less sure about pixel-04.

Patch looks good to me. In bug 1424237 pixel-04 disconnected on the Friday before the Austin Y'all Hands and I couldn't get anyone to fix it before everyone left town. I ended up swapping the spare pixel-02 during the Y'all hands since it was available and I didn't want to wait 2 weeks. As far as I know, pixel-04 is in no worse shape than anyone else.
