Steps to reproduce: 1. Launch Nightly 2. Go to "https://www.mozilla-japan.org/security" -> Connection icon indicate Not secure 3. Reload the page -> Connection icon indicate secure Actual results: Connection is not secure page turn green after reloading the page. Expected results: Is this intentional? If not, connection icon should not change by reloading.

This is due to HSTS Priming (https://wicg.github.io/hsts-priming/), a feature that is only enabled in Nightly and upgrades insecure mixed content based on HSTS responses from the server (FWIW, it will be removed in bug 1424917). Thanks for reporting, though!!!

Actually, the re-load issue seems like a bug, so let's keep this open and block on bug 1424917 to verify it's resolved.
I have verified this bug was resolved by bug 1424917 in the latest Nightly build (20180111220102). Thanks!
