Filing a bug this time: * Khmer is changing from #1 to #0 in bug 1423474. * Bug 1423138 will change the rule for Welsh, so we need both to update Welsh and define the new rule #18 in https://hg.mozilla.org/l10n/compare-locales/file/tip/compare_locales/plurals.py
