at this URL, you should see a table in the middle of the page that lets you
query a vehicle's smog check history. in mozilla though, this area of the page
is blank (white)

Steps to Reproduce:
1. go to above URL
2. area in middle of the page where query is supposed to be entered is blank
Actual Results: area in middle of the page where query is supposed to be
entered is blank
Expected Results: table should appear where you can query for a vehicle's smog
check history

The site is in standards mode (due to the URI in the doctype). The site also
has a comment with embedded "--" sequences in it.... if you look at the source,
you see that the whole search table is commented out as a result.
Over to evangelism; the site needs to fix the comments to be compliant with the
SGML comment syntax.
