1429303 - Make offset-rotate animatable

Bug 1429299 and Bug 1429301 implements offset-distance and offset-rotate but make them non-animatable, so we should animate them here.

Note:
For now, to simplify this bug, we temporarily don't run motion-path animation on the compositor thread, we could fix it in a separate bug.

P5 because we don't have concrete plans to implement CSS motion at this time.

Probably it would be better to make offset-distance animatable at the same time while we are implementing offset-distance. I may update or drop this bug if needed.
