In this testcase, the blue box should not be visible outside the black border.

I discovered this on https://buoyant.io/ , which has a purple box which is too big when webrender is enabled.

This bug was not present in 2018-01-07 and if you make the window small enough and scroll down, the blue area can appear in the tab bar. So I think this is a dupe of bug 1429235.

I confirmed that this bug has the same regression range as what I found for bug 1429235, which is noted in bug 1429235 comment 3.
