currently we run on hardware:
linux64/talos
windows7/talos
windows10/talos
windows10/reftest

in order to finish the buildbot -> taskcluster migration we need to run these on machines that have taskcluster workers, not buildbot clients.  This will be done on new hardware in a new data center.

I assume we will need bugs for:
* standing up 100 linux64 machines
* migrating linux talos tests
* standing up 30 windows10 machines
* validating windows10 machines (talos/reftest)
* standing up 150 windows10 machines
* migrating windows10 talos+reftest to new machines
* figuring out technical solution for windows7
** any work items related to the above solution
