1429691 - Position and reflow the dropdown frame correctly when content-select is enabled

Due to the original relfow/position procedure cannot make the dropdown frame get the correct position and style when content-select is enabled, we need to fix it.

Remaining: ensure that this works when select element is within fixed element, have someone from accessibility test the patch, create test for layout features.
