This issue occurs when I click the button 'Navigator' located at the bottom of my Mozilla Mail it dosen't open, and neither with 'Ctrl+N'.
Michel, which build are you using? How did you install it?

Have you instaled a third party Theme ? If yes : Please uninstall all Third-party Themes and restart mozilla.
No, I'm using the Classic Theme, and dosen't have any Third Party Theme.
Hust a last small test : Can you create a new profile ? (run "mozilla -profilemanager" and create an additional test profile)
I done the test, and it dosen't work.

I got this problem, too. Right now at this moment. Mozilla 1.1alpha, Windows 2000. I started the Mozilla-Mail application first, then tried to click on the small buttons in the corner and also on File->New->Navigator window. No reaction. (I started a second instance to write this comment.) The last time, I started mozilla and clicked on the small button for Mail it crashed and I've sent a report. Perhaps all the problems are somehow related?
I also have this problem. It is only when in the mail area. I have the modern theme setup currently. I have the Mozilla 1.1a installed and am running Windows 2000. It does not matter if a current browser window is open or not.
I've seen this behaviour on WinXP professional. It mirrors bahaviour I've seen previously with Nexscape 4.x. If I open Mail and use Ctrl-N or File->New->Navigator, I can bring up Navigator once, and only once. Subsequent tries (keyboard, menu or icon) to open a new Navigator window do nothing. I have to exit Mozilla and then kill mozilla.exe, which hangs around even though its systray icon is gone. I have to logout/login to get Mozilla to get a new Navigator window and then the cycle repeats.

Now I'm using this release and its working fine. Mozilla 1.2a Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.2a) Gecko/20020911 Now I don't have any problems related to the new 'Navigator' window. Thanks
I have got this problem too, but only in the mail&news window. I even cannot open a Navigator window via the task file --> new --> Navigator window or via key combination. There is no reaction in each case whereas these functions all work fine in the Navigator. PS.: I'm using Mozilla 1.1
