When there exists a browser window that starts as blank page, the last window minimized causes one of the blank windows to restore.

Regardless of the actual number of browser windows opened, when there exists one
or more blank browser window(s), the last window minimized will cause one of the
blank windows to appear restored. On that window, there is no visible effect to
pressing the minimize button.

Reproducible: Always
Steps to Reproduce:
1.Open a blank page browser window, attempt to minimize it.
2.Open more than one blank page browser window, attempt to minimize them.
3.Open more than one browser window with any number of them blank pages but at
least one page that points to a www site. Attemp to minimize them.

Actual Results:  When the last browser window is minimized, one of the blank
page browser windows will appear restored and not minimize.

Expected Results:  The blank page browser window should minimize when the
minimize button is pressed.

My system is a PIII using an Intel 815 chipset. My graphics card is a Matrox
G450 dual-head with none of the dual-head features turned on. My sound card is a
C-Media card and my network card is an Accton 1207d.
