I don't recall us ever supporting ctrl+shift+O on Windows to open the preferences. On Windows and Linux we call it Options, on Mac we call it Preferences. The separate naming here could be confusing for keyboard shortcuts. On Windows, you can use Alt+T, O to open the Tools menu then O to open the Options.
Is that sufficient for you?

Sorry, we don't have plans to make the names the same. Right now they are different to match platform conventions.

I closed this bug because we already have a keyboard accessible shortcut on Windows and Linux by using Alt+T, O.

If Ctrl+Shift+A is Addon then for Ctrl+Shift+O it should be options.

It is not as simple to add so many keyboard shortcuts because each language we support will have to find a letter that fits and the current functionality is sufficient. We only have limited options for keyboard shortcuts and need to limit their use if ones already exist. We probably shouldn't have added a specific shortcut for Addons (Ctrl+Shift+A) but it is now there and will be hard to remove.
