M-c is on the way removing -moz-border-*-colors. This one is to port bug 1430457.
Jörg, you are right person to review this Win7 bug. :)

The removal at the end of the patch is because it's not used because -mz-appearance: titlebar is set. You can test it when you are in Win7 Basic theme. the first part is for the Aero theme.

Is this a "spot the difference" review? I didn't see any and I guess there's not meant to be any. Tested on basic and Aero.
