1431018 - The grid highlighter doesn't highlight multiple fragments

I thought we had fixed this at some stage, but I must have misremembered.

The problem is when a grid is being fragmented like here:

If you highlight the grid in the page with devtools, then only the first fragment gets highlighted, and it's also incorrectly highlighted.

I found bug 1303154 which I had also discovered a year ago, but it seems different.
In that one, the various fragments were highlighted, but just with some vertical offset.
Here, only the first one is highlighted.

Not sure if they come from the same underlying issue or not. But it'd be great to look into this.
