1431739 - One extension installs then each after fails to install (windows only)

What did you do?
================
1. Restarted computer, reproduced same issue (one install then none will install after)
2. Refreshed Firefox (same issue)
3. Created a new profile (in both appdata and then again in DOcuments)

What happened?
==============
One extension installs from the add-ons page/store and then each after fails to install (try again error OR failed to modify needed file). A restart of the system allows one more to be installed (not just restarting FF or explorer, etc.) then again fails on any subsequent tries

What should have happened?
==========================
Add-ons should install without issue (no matter the limit)

Is there anything else we should know?

I checked into it and upon a fresh reboot the extensions folder in my profile folder is read-only. I uncheck it, apply, then can install just one extension where it makes it read only then. From that point on, I cannot modify the permissions (even as admin) to make it writeable again (even with FF closed and explorer restarted, etc.) Only a fresh reboot allows me to modify it again. Running webroot AV but do not see anything in the settings that would prevent extension installation (especially in the Documents folder where I stored a temp profile.)

Edit- FF Dev installed in a different directory in Program Files but also occurs in that edition as well. FF listed above is stable version 57.0.4

Fixed. The issue is with something in Webroot. Fully disabled from the console and can add extensions, folder no longer gets locked read only, etc.
I will be taking it up with them from there. For FF's reference, the webroot is 9.0.18.34.
