1432013 - Users with fresh profiles see the Welcome to Firefox page in their Highlights

When a new user installs Firefox, the first run/welcome to Firefox page appears as the only entry in Highlights. In user testing, we observed that users thought this was an entry point for the onboarding tour, and didn't help them understand the function of the Highlights section.

I just did analysis of the count of unique users on /firstrun/ for Firefox 55, 56, and 57 vs. the amount of pageviews. If a substantial amount of people were visiting /firstrun/, going into the product, and then clicking /firstrun/ again from AS, it should load the GA JS again and make the ratio well above 1.0. The page still may be cached, but it should still load the remote GA JS file. 

They are all pretty much 1.0 ratios, meaning that most people visit that page one and only one time. There are a few people who visit them more, but it is very few times.
