When a call is made to navigator.getUserMedia(), the permissions dialogue does not allow you to select a single category of device. The user, hence, does not have the option to share only a microphone, or only a camera. For instance, I have a system with a desktop video driver installed - providing some output as a "virtual webcam". When the vendor's application is not open, trying to open the faux device causes multiple issues, which oddly blocks audio-only mode from working. As a result, I am unable to use WebRTC.
This is the intended behavior implemented in bug 802326.
