I've installed 1.0RC1 on both an NT4.0sp6 and a Win98 build.
Tools/Image Manager is not available on the Win98 machine.
Is this by design?

What do you mean by "not a available" ?
Can you get in the Image Manager in Edit\preferences\Privacy&Security\Images ?
On the Win98 machine:
Tools\Image Manager is missing
Edit\preferences\Privacy&Security\Images does not have a Manage Image Permissions
button
On the NT machine, right-clicking an image brings up a context menu which has
"Block images from this Server" as an option. This is not shown on the Win98
machine.
Workaround: Have you tried MenuBar->Tools->ImageManager->Manage Image Permissions?
MenuBar->Tools->
doesn't list Image Manager. It does list the other ones, like Form Manager and
Cookie Manager.
It's like the Image Manager isn't installed or something. This is only
occuring on the Win98SE machine.
Uninstalled Netscape 6 and Mozilla RC2.
Reinstalled Mozilla.
Image Manager now available.
Status: UNCONFIRMED → RESOLVED
