Thunderbird doesn't use this file, as our cross-builds pickup the copy from comm-central. Unless SeaMonkey is using it, I'd like to make it an error to try to include, instead of trying to keep it in sync with the copy in mozilla-central.

I'm happy to have the file in `build/` if SeaMonkey is using it. Just, as long as it is not, I don't want to spend the effort to keep it up-to-date.
