More than one folder in Personal Toolbar can be opened, and they won't be closed
unless I click on them again.

Reproducible: Always
Steps to Reproduce:
Suppose there are 3 folders in Personal Toolbar, foo1, foo2 and foo3
1.Drag the current location or a bookmark in Personal Toolbar to foo1, and
without releasing your left button, drag it to foo2 and foo3
2.Let go, and three folders are opened
3.Try to do some browsing, typing URLs, or pressing the buttons on Navigation
Toolbar
4.foo2 and foo3 are not closed unless you click on them

Actual Results:  More than one folder is opened, and they can only be manually
closed.

Expected Results:  Only one folder should be opened.
