I'm not sure it's a Mozilla bug, but anyway it's an issue.

If one tries a signed applet for Netscape, I believe it should also work for
Mozilla, some test urls:

Steps to Reproduce:
1.Just browse on the given url and note, that things do not happens has with IE
or Nescape
