This is largely unrelated to the new RC proposal. We want to change the roll-out rate when we actually actually release Fennec (push to releases dir, initial downloads, mark as shipped) from default 10% to 25% context: https://www.google.com/url?q=https://github.com/escapewindow/gecko-dev/commits/ship-rc&sa=D&ust=1516903682422000&usg=AFQjCNE3KM2Bpx01uE83lvnI44dzAVLHYA
I think this is done now. Will reopen if not.
