Steps to reproduce:

In a search bar or text box where I already typed words, I hide the keyboard. Then I select one word if thé search bar. 


Actual results:

When selected, the keyboard doesn't appear so that I can type other word instead the one selected. Only the Copy Paste menu appears


Expected results:

I excepted the keyboard to open.

I was able to reproduce following the steps from description with Nexus 5 (Android 6.0.1) and Google Pixel (Android 8.0) on all branches. Mark the bug as NEW.
