Steps to reproduce:

Going to Firefox Quantum/Nightly, with my Lenovo Flex 5 1570 flipped in tablet mode, but without Windows 10 in tablet mode (so the keyboard is disabled). I then clicked on the search bar in the new tab (or any other text box) with my Lenovo Active Pen or my finger. "Show a touch keyboard when necessary" option is enabled in Options.


Actual results:

The handwriting panel or touch keyboard, respectively doesn't show up automatically like it does in other browsers, causing me to resort to clicking the button on the taskbar which doesn't go away when I'm done using it. 


Expected results:

Whichever virtual input device should automatically pop up when I click on the text box and should disappear once I'm finished, such as when I hit enter to search, or text.
