changing ua to IE5.5 allows this link to load. -> server side sniff -> evangelism
also doesn't work with Mozilla/5.0 (Windows; U; Win98; en-US; rv:1.0rc2) Gecko/20020510
Bob, when I change my UA string to Mozilla/4.0 (compatible; MSIE 5.5; Windows 98) I still can't get to this URL: http://classifieds.autos.yahoo.com Just try clicking that link here, or pasting it into the browser to go there. Nothing happens. It works for you?
susiew, did you reload the page after changing the ua to IE? What build did you use?
also, be sure to clear your cache after the ua change to make sure you get a fresh copy.
As usual you are right. Clearing the cache w/IE 5.5 UA WFM :-)

NOT ABLE TO GET CONSISTENT RESULTS and Yahoo was unable to replicate. THEREFORE UNABLE TO EVANGELIZE unless someone makes a 100% replicable case. I am inclined to turn this over as a browser bug. -Today I have had 100% success with that Autos link on the left working in all the Netscape 6.x browsers. -In Netscape 6.2.1 the Continue button on Change Location never failed. -In Gecko/20020509 when I changed the user agent string to be Mozilla/4.0 (compatible; MSIE 5.5; Windows), then clear the cache, the Continue button *sometimes* works. The Continue submission seems to die more often after I've gotten the "You have entered an invalid..." error, then corrected the data.

Attached file minimised testcase
If in this testcase you enter "Palo Alto, CA" then the form submits to itself, but if you enter something like "blah" it submits to the classifieds.yahoo.com which is set in the base tag.
This works in my CVS build, so perhaps it is fixed. Regardless, this is networking. The submission creates the proper URL. Darin, there is a redirection in the first case (I am not sure why *that* is).
