1433865 - Bookmark via URL drag & drop onto the Bookmarks Toolbar doesn't work in the bottom of the section

[Steps to reproduce]:

1. Launch Firefox and enable the Bookmarks Toolbar.
2. Open a website that's currently not on your bookmarks list.
3. Drag and drop the website's URL from the Location Bar onto the Bookmarks Toolbar. 

[Expected result]:

The website is successfully placed on the Bookmarks Toolbar even duo you want to drop the website's URL in the bottom part of the Bookmark Toolbar. 

[Actual result]:

 You can't drop the website's URL in the bottom part of the Bookmark Toolbar.

I also tested on 58.0b12 to see if this is a recent regression, but I can reproduce it. Also with Nightly 60.0a1 (2018-01-26), this is reproducible.

Confirmed in Firefox 78.0.1 (64-bit) / Fedora Linux 32 Workstation / Gnome 3.36.3 - Wayland

URLs can be normally dragged and dropped into bookmarks toolbars, but intermitently the dragging hability 'disapears'. When clicked and dragged
nothing happens. Rebooting the system / ffox fix the issue.

I am trying further to exactly reproduce the issue.
