Details

STR:
1) Find a fuzzy string with imported translation (usually in AMO, AMO Frontend or SUMO).
2) Reject the imported translation.
3) The string now goes to suggested state both in the UI, filters and stats. It should be untranslated/missing instead.

This will be taken care of as part of bug 1377969, which is on our Q1 roadmap.
