Details

Reason: 
1.To not get a heart attack while browsing from a pop-up video.
2.Unless user is not on video site changing default to false will give overall better experience.

We can't flip it unilaterally because of some issues with some sites, but hopefully soon.

Chris, is there a tracking bug for blocking autoplay?
