I've added `manage` permissions (the per-app equivalent of admin) to both apps. Strangely the Heroku docs says that anyone transferring an app into the org should automatically get all permissions, including `manage`: https://devcenter.heroku.com/articles/app-privileges-in-heroku-organizations#adding-apps-to-the-team ...however that's not happened here. I'll open a Heroku support ticket to see what's up, and if they can fix the need for permissions to be added in the first place :-)

So hopefully future app transfers should result in the owner of the app automatically having `manage` permissions on the app, meaning no changes from a Heroku admin required :-)
