Please add fa to the list of supported locales for the following files on www.mozilla.org:
* thunderbird/start/release.lang
* thunderbird/index.lang
* thunderbird/channel.lang
* thunderbird/features.lang

Thank you for your interest. It looks like Thunderbird is not in farsi: https://github.com/mozilla-l10n/langchecker/blob/master/app/config/locales.inc.php#L60. Translating the pages don't make sense as you can't promote the product in the locale language.
As communicated in IRC/Telegram, this is the reason the opt-in page doesn't list the pages you selected here because there is no product.
It's in the process of being added, and has recently been added to nightly builds: https://bugzilla.mozilla.org/show_bug.cgi?id=1429452

I think they would like to translate these strings before it's added to the release channel, is that possible?

The web pages can be localized quickly, in comparison to the volume you are dealing with. Unlike the product, the web pages can be pushed to production within a day of your completion.
It sounds like it is ~70% localized and just added to nightlies. I don't honestly know the normal order here, I'm just responding to the requests of the localizer in Bug 1429452.

If it's not normal to add these files to Pontoon until there is a beta version, then this can wait.
I don't know the detailed process on Thunderbird's side. I take it that you want to test the product, too. 

Like I said, the web pages are relatively easy to localize in comparison. Let's wait until you get closer to release before we enable the "fa" web pages. Keep us posted through this bug.
The list for Thunderbird is really old. Truth is, we didn't really have Thunderbird pages until 2 years ago, since they lived somewhere else.

Note that Andrei is a webdev, not a localizer for Farsi.

Going back to the issue: if a locale wants in, we can add it, especially if they don't have any other pages left. Just add a note in the comment about it.

We should also look at that list, because it's 2 years old and likely out of date.
