It seems like when I browse sites like EBay and Yahoo using Netscape 7, or the
Moz1.0 releases, I see a lot more broken images than I do with IE.  If I refresh
the page (sometimes using the shift-ctrl modifiers), the images will display the
second or third time the page is shown.

I'm on the local AOL/Netscape internet, so I don't think it's a network
bandwidth issue.
Probably bug 121084, via several of the things that have been dupped to it.
