The tcbs and tcbs_build tables aren't used anymore. They're both huge. We should delete them to make it easier to move our database. This bug covers that.

I don't see any usage of the tcbs or tcbs_build tables. I'm going to make a migration to delete them.

Figured I'd add some stats from -prod. tcbs table: * number of rows: 114,656,979 * max report_date: 2017-05-02 tcbs_build table: * number of rows: 14,529,420 * max report_date: 2017-05-02
