Steps to reproduce:

1) Load http://www.travelandleisure.com/travel-news/groundhog-day-2018-prediction in a new tab
2) Open a second tab and make this one the active tab
3) Move mouse cursor over the http://www.travelandleisure.com/travel-news/groundhog-day-2018-prediction tab 
4) The site favicon background appears and then disappears

The site favicon flickers in and out.


Expected results:

Presumably the favicon background isn't supposed to flicker in and out.
