143527 - Appearance Preference (to open only Mail window) not being honored on launch

Description

seeing on build 20020510091.0.0  while testing profile remigration
have pref set in 4.x for mail only open on launch
run ns 61 and migrate 4.x profile
browser launched- checked pref and it was mail only
updated to test machv - launched and remigrated profile - still only browser
launches.

rechecked with a profile created in 61 and same behavior

this is Linux only so far- not Windows, need to check Mac

i cannot seem to repro this using a non-migrated profile. i'll try again with a
fresh one, though.

esther, have you encountered this before?

oh, hrm --perhaps this should go to profile migration, rather than prefs?

however, do punt back if it's really a prefs issue. (without migration having
only mail set to open on launch works for me.)

I went back and created Mach V profile as well and it still did not honor 
mailonly prefs.  This did work last Friday and Monday as I did first pass of 
tests on profile remigration (one edge case was a mailonly client user)
