touch press hold doesn't bring context menu in title bar

Steps to reproduce:
1. Title bar disabled
2. Touch and hold tab bar or flexible space
Actual results:
3. Nothing
Expected results:
4. Context menu should have appeared
If you enable title bar, then tab bar and flexible space respond with context menu to touch and hold, but the tittle bar itself still doesn't. See gifs.

Hello,
I have tested this issue on latest Nightly build 60.0a1 and managed to reproduce it. I have disabled the Title bar, and when I touched and hold the Title bar, the context menu wasn't displayed.
This issue also occurred after I've enabled the Title bar.
I don't think this issue is a regression since I've managed to reproduce it on older versions such as Nightly 51.0a1 (2016-08-01).
I think the most suitable component for this issue is Firefox:: Menus.
