Looks like bug 135017 -- Preferences UI, Mailnews Tree, Bookmark manager don't work after installing over 0.9.9
Nah, this is almost certainly a duplicate of bug 125489, which concerns the loss of the "Privacy and Security Settings" as well as the icons for Mail/News, Composer, Addressbook, and Chatzilla. One of the other symptoms of this bug was the loss of the preferences for the security settings. That bug has been fixed. Reporter: please try a recent nightly build and/or Mozilla RC2 when it comes out. I believe that this will fix your problem. *** This bug has been marked as a duplicate of 125489 ***
