1436039 - Increase max time on Debugger's source load telemetry

after getting data back from our first loadSource probe (https://bugzilla.mozilla.org/show_bug.cgi?id=1429047), we realized that we do not have enough data with a cap of 10k ms https://telemetry.mozilla.org/new-pipeline/dist.html#!cumulative=0&end_date=2018-02-04&keys=__none__!__none__!__none__&max_channel_version=nightly%252F60&measure=DEVTOOLS_DEBUGGER_LOAD_SOURCE_MS&min_channel_version=null&processType=*&product=Firefox&sanitize=1&sort_keys=submissions&start_date=2018-01-30&table=0&trim=1&use_submission_date=0

We would like to double our max in order to get more information about user load times, so the proposed cap is now 20k ms
